The balancer is seperate.  They plug into the charger by means of a data 
cable (included with the charger) which then allow you to visually see 
each min/max series cell voltage, max imbalance....or scroll through 
each series cell voltage in the list if you want.  It works quite well.

The charger will operate without it just fine, but if you are planning 
on charging high series count packs, or any multiple parallel cell 
packs....as well >1C charge rates I would highly recommend getting the 
whole system as all the safeties of the charger are dependant on the 
balancer being connected (over imbalance, overcharge).  The more cells 
in the pack the greater the chance of a cell losing balance.
