Whoever voted no for RCA-07-8 sure got it right. The justification was based on mother Nature (whom we cannot control) and penalizes those who handle wind changes. The pilots who take off left to right ALWAYS -even downwind, can now change after takeoff and land upwind FOR FREE. All this based on a few emotional diatribes that nobody challenged, but a few of us, and then when submitted realized that there was no penalty for a change that others flew through. At best they should lose points for not having the skill to handle what others are. Saving a plane is fine , but it's your choice to change directions and you should pay an appropriate penalty for it!!!!!!!!!!!
