No.  The engine needs to be vented.

I think this was meant to be check valve set up to allow air into the tank 
but no fuel to vent out. In other words, the valve flow pointer should be toward 
the tank.

A couple other possibilities...a cracked pick up tube in the tank of a 
cracked brass tube. Also a needle o-ring with a crack or split. Have you tried 
another carb? Could it be the tank is foaming?
