[NSRCA-discussion] comments on proposal

Tony,sorry this took so long, but here is my take on the proposal you are making. I thnk it is a great approach, but raises some questions in several areas that should be clarified so the "implimenters" know wher you are going, and what is to be done.
Comments are  attached---strikethroughs as recommended deletions, red as recommended additions, and blue as expanations/questions/ possoble missing areas. Think I also hit some areas others have brought up.
