A few days ago I sent comments to Anthony Romano on a draft
copy of the rules proposals. My comments included addressing questions 23, 24, 25, with essentially the same comment/questions.
You might want to send a copy of your comments directly to
Anthony to make sure he sees them.

Thoughts on the proposed Rules Survey:
Question 3 - Change 0-10 to 0 or 10 --
Reason: clarity
Question 4 - Add a fourth option: d. Continue to call all of the above.
Reason: to allow the survey- taker to specifically select this option rather than it being the default answer (for example if he inadvertently skips this question.
Questions 8-13 - Change all instances of points to advancement points
Reason: Clarity
Question 23 Delete reference to The judges or in the proposed Regulation 6.3 change.
Reason: The judges should be able to recommend a pilots disqualification, but the decision must remain in the hands of the CD.
Question 24: The intent of this change proposal is unclear.
1. When its used at a contest the pilots box is within a few feet of the runway; if the intent is to allow the pilot onto the runway during some active portion of the flight - including landing why not just state that?
2. Pilots box:
a. Pilots boxes are not universally drawn at local contests, and when they are drawn theyre often too small to actually stand inside
b. If the words Pilots box are added to the definition of where the pilot must stand, then I believe this will lead to endless pointless discussion about whether a pilot is to be disqualified if he steps on or over the line during the course of nervous movement during a normal flight.
Question 25: The intent of this proposed rule is unclear;
1. It seems to state in the last three sentences that a contestant can ask for a delay or reflight due to an equipment malfunction on his own aircraft?
2. Will this override the rule about mandatory 0s if a part falls from a plane in flight (equipment malfunction), and the pilot requests a delay and reflight after fixing the problem?
3. Will this rule also override the 3 minute rule, e.g., if a pilot has a problem starting his plane/ getting it ready for takeoff? In many local contests, the 3 minute rule isnt enforced, but for some large ones, the CD announces at the start that 3 minute rule is in effect in order to keep things moving. Will this rule remove that option for local contests?
4. Is the unsafe conditions portion of the rule intended to allow a pilot to abort a maneuver if he perceives a possible midair situation developing (as in the IMAC Avoidance rule?
