In the AMA Rule Book under the Judges Guide, Section "E" (Description of
Maneuvers: 

TO - page 87
L - page 82/83
Then consider 14.6, stating calling TO & L.

As for which takes precedence, not sure what your asking. My stab at the
answer would be both apply (14.6 & Description) If your question is
regarding the Rule Book, I would believe that the AMA Rule Book would be in
force at the NATS. I would be surprised if the CDs for the NATS waived this
rule and went back to the old one. Since I've never attended the NATS, I
don't know if there is a precedence already set for deviating from the AMA
Rule Book.

Where is this new rule and which takes precedents?

Or worst case, call take-off beginning now (when you're ready), call
take-off complete-entering the box (all one breath), fly sequence, call
exiting the box-landing beginning now (all one breath), and landing complete
when done.

That's the problem...it's an old rule.  And it doesn't mesh real well with
the new TO and landings.

14.6. In all classes, the contestant or helper
must call out the initiation and completion of the
takeoff and landing maneuvers and all maneuvering
area entries and exits.

So as you can see, we can't imply the finish of TO or the beginning of
landing, like can be done in FAI.
