No one should go out and look for opportunities to be a maverick.
However, if you feel strongly about something, you have to act on what
you believe is right, even in the face of majority opinion. Some
people think that's acting like a maverick.
After CDing many contests over 30+ years, I became frustrated over the
inordinate amount of time spent on takeoff and landing. So, when John
Fuqua decided to make proposal for 0 or 10 on takeoff and landing, I
saw the opportunity to either get in more flights or shorten contests
and I agreed to sign his proposal.
John also submitted several proposals to "clean up" the rule book, so
it shouldn't be surprising that most, if not all, of his proposals
passed. It was not because he is the chairman of the contest board.
There's nothing against the rules for the board chairman to make
proposals. In fact, that's how many "housekeeping" rule changes are
submitted.
