OUCH!

You are, of course, correct that this is the same
as what I proposed, except that it stops at 5 KG
for both in ready-to-fly trim instead of allowing
the "wet" weight to exceed 5 KG (per present rules).

Revising the rule in that direction would retire
a lot of today's legal airframes.  :-O
