Rules Changes Clarification

To all who have responded to my first post on this subject.
First of all I wish to apologize for starting this thread again prematurely.
My message was posted to the list in error, it was to be an internal message
to Don Ramsey.
This message which was a followup to a previous post to Don Ramsey, due to
it's content was interpreted by most who read it at face value.
Dave L was the first to respond to me personally in a critical manner
because of it's apparent content.
Following is my answer to Dave's post to me which may serve to more clearly
explain my position and the necessity to set a new and productive course
regarding this subject.

I think you are reading me wrong. I first of all sent this message to the
list in error.
I was simply suggesting that the subject be addressed once again as many
pattern participants that have contacted me concerning the next rules change
cycle do not understand the need for a rule so restrictive that for the most
part in their view serves no purpose except to increase the cost and difficulty
to build a pattern legal airplane. My comments concerning FAI were not
intended to exclude anyone but only to obtain information from those who will be
directly effected by any such request for change.
As a member of the rules change committee I feel obligated to address all
items directed my way. And in order for me to fully understand the wants and
needs of all members I will make an effort to obtain as much information as
possible to put each item in prospective.
I know you have a vast knowledge of the history of this rule and would hope
that you are willing to share it with me.
Basic questions that I have are:
What is the purpose of the rule? (Considering that the two meter size rule
is maintained as the controlling design criteria for pattern.)
How would a change to twelve pounds affect pattern, and why?
What are the benefits gained by maintaining the eleven pound limit?
