Our field is located next to a marine oil terminal, this terminal is the
main terminal where crude oil is routed to two government strategic oil reserve
facilities, in June the management of that terminal called a meeting to make
us and our lessor the City aware of a Bulletin that they received concerning
Homeland Security specifically Model Aircraft/ UAV etc. we were given a copy
of it and it stated their concerns and also stated that it was an official
HLS classified document for our eyes only. The terminal was requesting our
assistance in reporting any unusual model activity by reporting it to them and
HLS. In addition they also informed us that flying over their facility was no
an option and that any fly overs or crossing their property line required
that it be reported to HLS, if not reported the new HLS rules impose a $25,000
fine on them for each violation.
Three days after the new rules went into effect one of our members crashed
inside their fence, he immediately went to their facility to report it and try
to recover his airplane, when he arrived they told him that the new
monitoring system installed there had recorded the exact location where his airplane
had entered there facility and where it was located in the facility.
They recovered his airplane and after filling out HLS forms which requires
forty-five minutes, it was returned to him, and he was told to expect to be
contacted by HLS or other law enforcement people.
We have since put in effect club procedures to try to eliminate any future
such accidents as we feel that violation of the rules now in place could
result in the loss of our flying field.
In order to minimize crossing their fence which is on the South end of our
field we are considering relocating the direction of our runway from NS to EW
which will require a considerable investment. I wonder if HLS will help pay
for it? We have been at this field for about fifteen years and would hate to
loose it, Anyone know where funds may be available for such a project.
