rules proposals final result

Michael:

Mainly because 3 of the 11 board members did not even bother to VOTE on this
one!  This was done prior to the vote of all the other proposals, and the
deadline to vote came and went with three members not voting at all.

This really burns me!  It is not so much that it failed, but that it failed
with board members not doing their job......

Does anyone know why the board would not approve the ability of the NSRCA
