YS140L

I was just looking through the parts list for the YS140L and I noticed there
is no longer a regulator balast that sits just below the diaphram.  I have a
converted 140FZ to L that has the part in place.  Is this a problem with the
L and could that be why I'm having so many engine problems with my FZ to L
conversion?
