Help with starting a Mintor 170

I had some time on my hands so I built a engine test stand and mounted my new Mintor 170 and Mintor carbon pipe on it.  I flipped the prop until the fuel came to the carb.  Put the glow driver on and she tries to start but is spitting fuel out of the carb and flooding itself out.

The needles are set at what the factory says for breaking approx 1.5 on the high needle and the low in the middle.
I am running cool power 15%.
OS F plug in the rear A5 in the front
Temp approx 38 degrees F

I am concerned about the engine flooding so quickly.  I even tried starting it with the high speed needle only turned out one turn.  Could some one point me in the right direction?  Give me the steps to setting up and starting?  I flipped that thing for about 2.5 hours today.  Arm is getting tired.  I even tried heating up the cylinder with a covering heat gun.  No joy in Mudville.
