Lithium Rules changes

  As mentioned in the RATHER LENGTHY document, there has been at least one case where a pallet of batteries being shipped has caught fire after possibly being damaged from handling. It took multiple attempts to put it out. Luckily (this time) it was on the ground. 

  I think they are primarily worried about the extremely high energy denisty of multiple cells/packs being shipped together as cargo, and being mostly unattended in the cargo hold. Much like the oxygen generators that brought down the People's Airline jet in Florida.

      And it does not apply to primary batteries carried in personal luggage for personal use.

      Can you imagine all the laptop users and people with cell phones not being able to carry them!
