It also seems to me that if you happen to be the only judge to catch an 
error and have to give a Zero, you could be penalized as a judge for 
doing so.
That said, I can't say I have come up with anything better for rating 
judges.  The TBL  system works well for IAC, but then again, they may 
have 10 judges working the same flights.  We just don't have that luxury.
