The NSRCA President is not a dictator, so I cannot just set policy. The District VP's make up the board of directors who vote and set policy. The policy in place now is to allow each VP to design and operate their district championships as they see fit. Guidelines are listed on the web site to help with this.
Some Districts use a single contest to decide the champion, much like how we choose the F3A Team. A single contest picks the top three. Others (like here in D3) use a point system where contests are counted and the highest total at the end of the year wins.
Personally, I don't like the idea of a person winning the Districts who just joined at the contest, but if that meets the rules of the program in place, that's the way it is.
My best suggestion here is to get the membership in your district to push for a change in the program for next year. Keep in mind that you will be electing (or re-electing) your District VP this fall. Perhaps you would like to be nominated to serve the membership in your district. This would allow you to be in charge of presenting the Championship program that you like to the membership for approval.
I'm not taking sides here, just stating how the system now works. Yes, it appears to have flaws (hence the reason for the guidelines). If the entire membership wants to push for a National Standard program, that's fine by me. I'll support whatever the membership wants in this area.

In Paul's case the VP knew what the issue was at the final contest and allowed the other guy to take the Championship the same day he joined the NSRCA!!
I sent an email to a person in a high place re this matter and received the expected curt reply noted below..

I beg to disagree with this statement as well as the "policy, position and actions" of the current district 7 Championship 'program' and I hope the NSRCA President will set a guideline for all districts in such a way as to avoid this very distasteful situation from ever happening again, but to allow the VP room to 'customize' the districts 'policy'.
