Multilple entries question

 Had a friend tell me today that a masters flyer can pay a second entry fee and fly in FAI at the same contest. I looked at him a little cross eyed but he insists that this is true. He's a pretty well known flyer who's usually correct so I'm asking the question here on the list.
 Well whats the rule on this?
