For safety and insurance purposes, yes.

But CDs and Districts can adopt any routine that they want
to fly at their own contests.

The Nats might be a sticking point.  If the AMA wants to
run the pattern nats themselves, folks would have to
fly their schedules.  But the way I understand it,
the Nats are run by the NSRCA.
