Any glue will be stronger than the foam - aliphatics (titebond), foam CA, epoxy, poly-u, will all work.  The easiest to sand is Pica Gluit - so I prefer it as it makes it much easier to sand the TE flush when done (and it is cured for handling in 1-2 hours, sandable in 6 or so).
