Threading a 4-40 rod - what size to start with??

Gentlemen,

    I think this may have been covered before. . . and no, I'm not selling Viagra. . .

    What size rod do I need to cut 4-40 threads?  2-56??  

    I tried cutting threads in some 4-40 threaded rod I bought at the LHS, but it seems the rod diameter is too small to get a good set of threads from using the die.
