140FZ RPM's?: My rpms enclosed

Got the chance to run the engine on the 15%CP and the 16x11 APC prop out on the front deck. 
Here is what I have.
Peaked engine at 8500. Backed off 2maybe3 clicks to a steady 8300 rpm bumping up to 8400 ever so often.
Set idle at 1900. It would run at this RPM for quite awhile. I give up waiting on it to quit, so I must be close on the low end.
Back to idle after another runup at full rpm for 15 seconds or so. Engine went to 1900 and stayed there again. 

On the next trottle up, it stumbled a bit on its way to full throttle .   When I shut it down there was fuel dripping from the carb. I think rich. Am I right? 
a bit rich on the bottom at idle, slight stumble to full acceleration,(took it maybe 4 seconds to reach full rpm).
Alot of smoke all the way through the throttle . 
If I' m correct on being rich,how much turning on the low speed needle to get it closer to right?

Will this RPM of 8300-8400 on the CP 15% be a problem?
I see most like theirs at 86-8800. Will it hurt the engine to lug it at this rpms? I'm sure upping the nitro will also help me with the transition above, as many of you have already recommended .

  If I remember right I used YS 20-20 fuel and a 16x10 prop and turned 8200-8400 a little on the rich side.
