That's true.  You could.  However, anyone who "dialed down" his engine 
for a noise check would probably "dial up" the engine in flight.  We 
caught a cheater doing that a few years back.  He limited his throttle 
movement by using a switch.  When the gear switch was down, the throttle 
movement was restricted.  Throttle movement was unrestricted when the 
gear switch was up.
