Engine HP

Just found it curious that in the latest RCM Clarence Lee's review of the
MDS 2.18 the engine's rated horsepower is 4.9 @ 8,900 while turning 16x10 at
9,400.  Is that mean that the Webras, 3M, DZ are 5 to 6 HP?  - think not
