I had a prob similar to this and the regulater spring was weak not seating 
the little valve in the regulater. The regulater was adjusted almost flush 
so I didn't suspect the spring until I changed it.I actually changed 
everything in the regulator.If your check valve to the tank is bad it won't 
hold tank pressure very long.
