John,
I seem to recall that happening if the regulator body is mounted backwards.
There's a little tit on the regulator near the base of it right where it
joins the mating surface of the crankcase. It's properly installed if that
tit is facing forward toward the drive hub. Here's hoping your tits are
facing forward! ;>)
