So far as I know, the list is not "censored" or pre-screened or
moderated.  I may, of course be wrong--I've been wrong before
and I'll be wrong again.  :o(

Seems to me that if people are receiving mail from the list,
that means that they are list members and are able to post to
the list.

There are some "members-only" functions on the web site.
Downloading the K-Factor is one of them, I believe.
