Outside Immeman Turn

I am posting this question for Terry Brox.  He showed me the rulebook 
last weekend at the Great Bend contest.  On page 83 of the rulebook the 
downgrade number 3 states:  "Half roll not completed exactly above the 
point of commencement of half loop".  Clearly this statement 
contradicts downgrade number 2 that states: "Half roll not immediately 
after half outside loop".  Comments and clarifications are welcome.
