He means that the unthreaded portion at the thrust washer is slightly 
larger in diameter.  It is a very snug fit. You probably have only tried 
to slide this on with your fingers, when you may have to use the prop nut 
to get it on. Try using the prop nut and a spacer and if it does not go on 
pretty easy-stop.
It should fit-All of mine are plastic center spacers.
I have two Bully's which of couse are Webras, on one an APC prop slides on 
over that portion of the shaft, the other one requires using the prop nut 
to get even the prop seated over that unthreaded portion of the shaft.

Welcome back Keith.  I think you are saying the crankshaft needs a few 
more threads.  I have used a washer spacer in the past, but not on this 
engine setup.  I use the Vortech spinner nut and APC 17 x XX and never had 
a problem.
