The rudder hinge line angle modification is a typical Dave Guerin tweak.
He's always experimenting with the designs.  Its purpose is to make the
rudder more efficient.  This can assist snap roll departure/recovery,
stall turns, etc.
 
Here's how it goes:
1) Cut the back of the fin, reducing the sweep to 5 degrees.
2) If it's a deluxe kit remove the hinge line bevel on the existing
rudder then add material and re-bevel to match the fin angle.
3) As long as you're messing around, saw off the top of the rudder,
eliminating the counter-balance section.  It's something of pain to deal
with and the plane doesn't need it.
 
That's it - not much to it.  It isn't, actually, a pitch mix
modification.  What we've discovered in cases where there's pitch mix is
that moving the CG forward gets rid of it.
