Temptation building question

How have most people set up the elevator's on  their piedmont Temptations.  
Have they put in a bell crank or did they use a Y.  Did the plane balance at 
the recomended place with the print regarding to engine.

Is the finish on the plane paintable without primer if I use ppg?
