Larry...#1. yes, it requires a Perry/Conley backplate pump. 
Go here  http://www.perrypumps.com/  The pump you need is the VP-30. 
Just drill and tap a hole in the center of the backplate and put in the
pressure fitting.
Works great PROVIDING you have the proper Perry PUMP TYPE carb. There
are Perry
carbs that are not designed to use the pump and they work great too so
contact them
to ensure which carb you have. You may not need the pump but that Enya
40 will need the 
regular non-pump carb to make it run correctly. Click on 'carbs' and
scroll down and find
'Enya engine applications' for the correct model carb and/or pump.

1) Does a Perry Pump-Carb (PPC) Series 75  require a pump to operate
properly, or can it use muffler pressure?

2) Where can someone find a used carb for an Enya SS .40 2-Stroke?

3) Magic question, if #1 is, "Muffler pressure is fine"; is it possible
to use the PPC Series 75 carb for the Enya SS .40? If so, what's the
best way to mount it to the engine? The motor is set up for two screws
and I'm thinking that the carb is designed for a draw pin (1/16" plastic
wall for the neck of the carb).
