NATS frequencys

They have remained stable since I have worried about
them (1998), and I expect them to be the same next
year. I'm not exactly sure who makes the decision, but
I suspect it is Steve Kaluf(sp?) and Jeff Hill, and I
don't envision them adding to their workload by
reworking the frequency matrix.

Someone more familiar with the exact process will
probably chime in.
