AMA rules-what are we doing?

Va had five contests four years ago.  It was three contests three years 
ago; and only one contest since then.  We have a core of pattern fliers 
left and are actively pursuing fliers to try pattern out, or re-start 
flying after a lay-off.  So the local DC area is surviving, but I have 
no idea on how to get contests re-started in other parts of VA.
