Buddy, et al - I can't find it either.  It is probably under something 
'in the best interest of AMA' or the like.

I am leaning toward making the Executive Council refuse to allow the 
contest board see and act on the proposal.  Then we have a 'paper trail' 
that the Executive Council interfered with the rule change process and 
they 'must' accept an 'emergency change proposal', if we decide to issue 
a compromise proposal.
