[NSRCA-dist8] [External] Pattern Season Kick-off

Last I checked the dates were on the NSRCA D8 page but registration was not active save Medford. IMO opening up registration and encouraging guys to register for all contests they plan to attend for the year would be a great help to the CD’s and hosting clubs.
