[NSRCA-dist8] Fed registration

No-- access is blocked from outside the U.S.  Only U.S. residents need 
to register. If I recall, foreign visitors are not required to 
register.  I read about it on the FAA's web page-- maybe on the FAQ page 
or somewhere.  I'll go look and report back.  Hartley don't sweat it, I 
don't think you need to do anything, but will check.
