[NSRCA-dist8] D8 standings

I think you only need a log-in account to log into the NSRCA web page 
and use their pre-registration tool. I don't think you need to be a 
NSCRA member to get the web account or use the tool.

This is only to thwart the jammers and spammers who would otherwise 
destroy the tool attempting to use it to break in and either load it 
with scam advertising or collect personal information for resale to the 
unscrupulous (including credit card info).

Unfortunately, we must now have locks on our internet doors or suffer 
consequences.
