[NSRCA-dist8] Speed Limits

It is based on a poll taken on reaction times. Those that are faster as a
whole get to go faster. I see that it is proposed to let all vehicles in
Idaho go the same speed limit, including trucks. They must be ranking a
little higher in the polls now.  :-D
