[NSRCA-dist4] FAI 21 shedules

Scott kicked this off earlier this month, but I do not recall if we reached a decision on whether to fly all P21 or 4 P21 and 2 F21.

The Weak Signals contest is August 3-4 and the first D4 opportunity to use the new schedules in a contest setting. I am open to leaving this up to a simple majority vote of the attending FAI class pilots (assuming the scoring software can handle it)
