[NSRCA-dist1] NSRCA States within D1

There was a rule put in place about a decade ago that allowed a pilot to select a district to compete in regardless of where he lived.
If that rule is still in the it would seem to answer this issue.

History as I remember it, the change was done when there were only two
pilots active in MD who flew mostly up in D1 and at a time before Larry
Kauffman got things going in Virginia when activity there was at an all
time low. Based on the activity levels currently going on in the MD, Va,
DC area it would make sense to return Delaware(no activity) and
MD(increased activity) back to its original districting, D2.

For the most part the bulk of pattern activity in our district is in NJ,
NY and eastern PA. New England area is dead for all practical purposes
and really only has one truly active flying pilot in the district.  I
doubt New England will ever recover. When I started flying pattern, I
believe our district was among the top 3 largest districts when it came
to NSRCA membership. It was over 100. I think the one thing lacking from
NSRCA is promoting membership in the NSRCA at local contests.

And the NSRCA as an organization has really pissed me off on the
sequence development. I've been a member since the late 1980's. I'm
digging real deep to really justify why I should continue membership and
to some extent competing. The west coast agenda is destroying our sport.
