<p>As Chair of the sequence committee the intent was that the
maneuver be square, equal horizontal and vertical. I have
searched for the maneuver descriptions that include that the
horizontal segment of any top hat must be inverted and I I was
unable to find that reference (everyone agrees on this point). I
believe that there is also a reference to the line lengths on a
center top hat maneuver being equal. Pretty sure that they have
always been so in the past. If anyone can find that document that
discusses top hats please let me know.</p>
<p>I apologize for not including that downgrade in the maneuver
descriptions. (another vote for having a document with basic
downgrades for each maneuver type for future sequence committees
to use.)</p>
<p>If not including the downgrade in the maneuver description
changes the maneuver that was intended, I also apologize for the
oversight.</p>
