That was never the case in the 3 prior WCs - the Junior category was added to the WCs in 2011. Also, the Jury can't make a decision for everyone - they can only impact the WC in progress. Now, if a rule change is needed, or a clarification needs to be made going forward, based on the decision of the Jury at a WC (based on a protest), then this type of issue needs to be raised at the F3A Sub-committee level, and once there is agreement there then it should be voted and accepted at the Bureau level.
