<div>As Mike Murphy points out, rules intended to even the playing field often have unintended consequences. Indy racing fans may remember when there was a special rule for 'stock block' engines to encourage development of cheaper engines... until Team Penske
developed, at great cost,a stock block that met all the rules and blew everybody away.</div>
