Registration fees for WC’s are designed to cover that. Our registration for the upcoming F3A WC’s to Switzerland is over 5000 Euro JUST for registering. A big part of that is to cover the 20+ judges that come in from various countries (including our own) for the 10 days of the event. It is NOT a fun job. In addition to sitting through some long training sessions and meetings they judge for a very long time each day. They get breaks, but it makes judging Masters at the Nats seem like a walk in the park. Sometimes, the #1 ranked judge cannot make the trip so we move down the list in order until a judge that can attend, accepts. The accepting judge does not get paid to go nor (I believe) are his expenses covered. This is on their dime per se.
