I wonder why I measure different voltages when I switch on the two 2S lipo
batteries at different times. If it had a single regulator, I would think
the output voltage would be the same, no matter which battery was chosen.

- It is a dual regulator/switch which allows you to hook up two lipo batteries
and have them separately regulated to 5.9 volts and use one or both of the
outputs. Look here:
