<td valign="top">I guess what I am struggling with is using a mechanism
design for full-scale aviation and thinking it will be effective for
model aircraft. What about the father-son (or mom or daughter) who
goes out tomorrow morning to fly something they picked up at the toy
store, and would not know the AMA from AAA or the AKC. At one extreme
nothing will happen. At the other they will be treated as a terrorist
threat.<br><br>Sorry for the rant. This just seems so much like
