Generally practice at the sites is available on the day before... the "open to rc flying with limitations" is a general statement. The way it has worked in the past is that you'll practice at the site that you're flying at the following day. The problem is that it usually takes a while to get the pins out there so that people know what frequencies can be used at each site.
