I think the confusion is that the description says to start the roll after the 1/4 loop. It does not say to  hesitate at that point. So by description, the roll begins at that point (1/4 loop), at the 45 the plane is to be knife edge with a hesitation.  The roll and loop continue with the plane being upright at top dead center with a hesitation. The roll and loop continue to knife edge at the 45 with a hesitation. The loop and roll then continue to the 180 with a hesitation. The remaining 1/4 loop is a pull to upright. 

This is my interpretation and may be wrong. I’ve flown it maybe ten times like this and we it looks correct.
