As Mike Murphy points out, rules intended to even the playing field often have unintended consequences. Indy racing fans may remember when there was a special rule for 'stock block' engines to encourage development of cheaper engines... until Team Penske developed, at great cost,a stock block that met all the rules and blew everybody away. 

Might be possible to find the right number, but I think it will be tough.
