Drones can fly as high as helis. Need enuff air density to generate enuff thrust.
Do they need to fly that high? Depends on whom and for what they are flying for....

I wouldnt think the run of the mill quad copter could fly that high but I have no idea.
Not to mention you couldnt see it at that height.
